ADP Chief Executive Officer

Mr. State, P.E., is also the CEO and CNO for both NorthStar Group Services and Waste Control Specialists (WCS). In this position, he directs all activities of both operations worldwide. Major activities include demolition, abatement and waste disposal for projects involving commercial and government facilities containing hazardous and radiological materials. He also provides direct oversight of all nuclear programs including decommissioning of nuclear facilities and remediation of DOE nuclear weapons sites.

Jeffery Adix

ADP Chief Financial Officer

Mr. Adix is responsible for all corporate financial management and planning, along with support services to the branch offices, including monitoring the financial performance of all projects, forecasting, financial reporting, payroll processing, treasury management, benefits administration, management information systems, and income tax compliance and planning.

Greg DiCarlo

ADP General Counsel

Mr. DiCarlo is responsible for the management of all legal affairs of NorthStar, including contracting, transactional matters and litigation. He and his staff provide daily support to the branch offices for all legal related matters and lead NorthStar’s comprehensive risk management program.

Mr. Reid has extensive experience with the construction, modification and decommissioning of commercial and government nuclear facilities. Mr. Reid has supported the site closure of nuclear facilities since 1991 serving in project and program management roles at the following facilities: Hanford, Rocky Flats, Fernald, Oak Ridge East Tennessee Technology Park at Oak Ridge National Laboratory (ETTP / ORNL), Paducah, Portsmouth, Savannah River Site (SRS), Plant Vogtle and the Vermont Yankee (VY) Nuclear Power Station.

Mr. Palayer is the President and Chief Executive Officer of Orano USA. Orano USA is a leading technology and services provider for decommissioning shutdown nuclear energy facilities, used fuel management, federal site cleanup and closure, and the sale of uranium, conversion, and enrichment services to the U.S. commercial and federal markets. With its global parent company Orano, Orano USA has more than 30 years’ experience in decontaminating and dismantling nuclear facilities, and more than 50 years’ experience securely transporting and storing used nuclear fuel.

James Seals

Orano Decommissioning Services

Mr. Seals is the President of Orano Decommissioning Services and manages the Commercial Reactors Decontamination and Decommissioning (D&D) business of Orano USA. As a member of the Executive Committee, he reports to the CEO of Orano USA. During his 20+ years with Orano, Mr. Seals has held management roles for business units performing reactor decommissioning and used nuclear fuel management and storage.
